A Spatial Decision Support Approach for Flood Vulnerability Analysis in Urban Areas: A Case Study of Tehran

Preparedness against floods in a hazard management perspective plays major role the pre-event phase. Hence, assessing urban vulnerability and resilience towards for different risk scenarios is prerequisite planners decision makers. Therefore, main objective of this study to propose design implementation spatial support tool mapping flood metropolis Tehran under scenarios. Several factors reflecting topographical hydrological characteristics, demographics, vegetation, land use, features were considered, their weights determined using expert opinions fuzzy analytic hierarchy process (FAHP) method. Thereafter, map was prepared ordered weighted averaging (OWA) Based on our findings from analysis case study, it concluded that optimistic scenario (ORness = 1), more than 36% Tehran’s area marked with very high vulnerability, pessimistic 0), less 1%was vulnerability. The sensitivity results confirmed validity model’s outcomes scenarios, i.e., reliability outcomes. methodical approach, choice data, presented discussions can be exploited by wide range stakeholders, e.g., planners, makers, hydrologists, better plan build floods.
